Arson and Explosives Squad investigators arrested a a 20-year-old Montrose man and a 21-year-old Heathmont man in Silvan Road, Olinda, about 2.20am on Sunday 17 July.
The Montrose man was charged with possessing and manufacturing explosives and possessing cannabis.
The Heathmont man was charged with possessing and manufacturing explosives, possessing ecstasy, possessing amphetamines and possessing cannabis.
The charges relate to incidents that allegedly took place in bushland in Olinda, dating back to November 2015.

The pair was bailed to appear at Ringwood Magistrates’ Court on 21 February next year.

Search finds drugs
A MAN and a woman will face Ringwood Magistrates’ Court next year after being found with ice, cannabis and smoking paraphernalia in Silvan on Sunday night.
Monbulk police Sergeant Mark Knight said that, about 7.30pm on Sunday 17 July, a car at the overflow car park in the Silvan Reservoir Park was stopped by police for a routine check.
The car was then searched, and a quantity of methamphetamine (ice) and cannabis was found, along with smoking paraphernalia including an ice pipe.
A 28-year-old Silvan man and a 30-year-old Launching Place woman were interviewed at Monbulk Police Station, charged and bailed to appear at Ringwood Magistrates’ Court on 14 February next year.

Bring rack back
POLICE have put a callout on social media to try and locate a stolen bike rack and tow bar, taken from a car in Mount Evelyn over the weekend.
On the Eyewatch – Yarra Ranges Police Service Area Facebook page, police said that a Hayman Reece towbar and attached bike rack was stolen from the back of a blue Ford Kuga between 9.30am and 3pm on Sunday, 17 July.
The item was stolen from near a cafe on Clancy Road, in Mount Evelyn.
Anyone with information is urged to call Lilydale police on 9739 2300.

Screw it down
MONBULK police are calling on residents to protect their cars from number plate theft, giving away anti-theft screws at an event on Saturday 6 August.
Police, CFA and RSL staff will be hosting the event at the Monbulk RSL car park from 9am to 1pm on the day, supplying and fitting anti-theft screws to cars for a gold coin donation.
The donations will go towards the Monbulk Guides and Scouts.
Monbulk police Sergeant Mark Knight said the event was organised to address an increase in number plate theft.
The anti-theft screws cannot be undone with regular tools, and make number plates significantly harder for thieves to steal.
The guides will be running a sausage sizzle on the day, to raise money to send the group to Tasmania.

Trailer recovered
POLICE are asking trailer theft victims to come forward, after an unidentified 6×4 trailer was located in Macclesfield earlier in the month.
Monbulk police Sergeant Mark Knight said the trailer was originally grey but had been resprayed after it was stolen, and had high sealed sides and a roof.
He said there was no registration plate on the trailer, or any information to lead police to its owner, though it is believed the trailer may have been stolen from around the Greensborough area.
Anyone who may have had a similar trailer stolen is asked to call Monbulk police on 9756 6266.

Police, on the Eyewatch – Yarra Ranges Police Service Area Facebook page, said Lilydale police then found the man driving on a private property on Rangeview Road, Mount Evelyn.

The man had his licence suspended for 12 months and his car will be impounded.
He is expected to face court at a later date.
