KNOX councillors paid tribute to former mayor Max White at their 24 February meeting.
Mr White served Boronia Ward between 1969 and 1981 and was mayor in 1971-72.
He died on 8 February aged 75.
The former Victoria Police member was presented with a valour award in 1962.
He was also a major figure at The Basin Football Club.
Current Knox mayor David Cooper said Mr White was “quiet and unassuming” and had a good sense of humour.
Family and friends celebrated his life at the Victoria Police Academy in Glen Waverley on 17 February.
